Passenger Rail Service Seeks Firms to Develop Wireless Broadband Network to Bring Free Internet Access to Passengers, Enhance Rail Safety and Improve Operations

OAKLAND, CALIF., May 11, 2009 -- Today, Monday, May 11, the Capitol Corridor Joint Powers Authority (CCJPA) released a Request for Qualifications (RFQ) to seek a firm that will develop and install an advanced wireless network system for its intercity passenger rail system. The end project will leverage multiple technologies to support a wide range of applications, and will be shared with other transport agencies. CCJPA seeks a wireless network to enhance safety and security for passengers and employees, and improve operations on the system, while also providing free Internet access to passengers on trains and at stations along the Capitol Corridor from Auburn to San Jose.

"Riders have been requesting Wi-Fi access on the trains for years," said CCJPA Managing Director Gene Skoropowski. "Our wireless network will increase productivity and satisfaction among our passengers and will be another Capitol Corridor amenity that will encourage people to leave their cars at home. Choosing the train instead of driving eases congestion, improves air quality and reduces greenhouse gas emissions. Wireless broadband networks are a compelling proposition for passengers and train operators alike, and we expect to see a rapid increase in this service enhancement across the United States."

The RFQ was developed in close partnership with Caltrans Rail Division (Caltrans). Caltrans is a funding partner and will share the wireless network with CCJPA to deploy additional safety and operational applications along the Capitol Corridor route and to expand availability of free Internet access to passengers on the San Joaquin Intercity Trains.

"We will build our network in multiple stages, with Internet access to passengers rolling out first, followed closely by advanced applications that will make our rail service safer and more efficient," said CCJPA Principal Planner Jim R. Allison. "We worked hard in the past few years to select the right mix of technologies and a sustainable business case and we are confident that approach will result in a substantial improvement in passenger experience and safety."

Oakland, CALIF., April 30, 2009-- The Capitol Corridor Joint Powers Authority (CCJPA) is thrilled to announce an offer aimed to help families on a budget this summer. Starting on Saturday, May 2 and through the end of October, CCJPA is offering an extended "Kids Ride Free on Weekends" program. Instead of a single day, week or month of free weekend rides for kids, children aged 15 and under can ride for free on weekends from May through the end of October. That's five months of weekend family fun! The Kids Ride Free on Weekends offer applies to up to two children who are accompanied by a paying adult.

If you're doing a broadcast segment or a print article about family-oriented "Summer Staycations," and you'd like to add Capitol Corridor to your list of interview resources, please contact Luna Salaver by phone at (510) 874-7474, pager at (510) 899-2366 or email lsalave@bart.gov.

Family-Friendly Destinations
There are plenty of fun destinations within walking distance of the Capitol Corridor. Families from the Bay Area can ride the train to a ballgame and spend an afternoon at Raley Field cheering on the Sacramento River Cats; or take a trip to the past in Old Town Sacramento and visit the California State Railroad Museum. If you live in the Sacramento area and you want to avoid the summer heat, head to San Francisco to explore Pier 39 and the world-famous Fisherman's Wharf. Have mini-thrillseekers in your family? Satisfy their sense of adventure and experience the exciting rides and high-flying shows at Paramount's Great America and Six Flags Discovery Kingdom; and if Silicon Valley is your destination, set your imagination free and play with the interactive displays at the Children's Discovery Museum in San Jose or enjoy the fresh rhythms of performers at the 2009 San Jose Jazz Festival.

When you take the train you'll get there relaxed, stress-free, and well fed. Each Capitol Corridor train has a Café car for snacks and beverages. And now that kids can ride free on weekends from May to October, you'll get to your kid-friendly destination with more money in your wallets too. Oakland, CA., April 17, 2009 -- The Capitol Corridor Joint Powers Authority (CCJPA) officials are thrilled with President Obama's support for passenger rail and are hopeful this commitment will help allocate funding for several Capitol Corridor infrastructure projects.

"Northern California will certainly benefit from this new and exciting interest in passenger rail," CCJPA Chair Jim Holmes said. "Segments of our corridor, specifically our service into San Jose and Sacramento Stations, will become a major extension of high-speed rail for passengers destined for points along our route. We are currently reviewing the Department of Transportation's Vision for High-Speed Rail in America plan and preparing our candidate project list that will conform to the federal funding criteria. When funded, these stimulus projects will create jobs immediately and will result in permanent long-term employment as well."

In a separate development, CCJPA Managing Director Eugene K. Skoropowski was selected by Governor Schwartzenegger's administration this week to serve in the State of California's High-Speed Rail Independent Peer Review committee to provide expertise in building out the high-speed rail project. Skoropowski was also invited to attend when President Obama made his historical announcement to allocate stimulus funding towards high-speed and intercity passenger rail yesterday, fulfilling CCJPA's life-long dream for federal support.

"The President's high-speed rail proposal is aimed to develop clean, energy-efficient transportation," Skoropowski said. "His plan was general, but his vision includes improvements to existing rail services. Most importantly, the plan envisions a series of high speed rail corridors interconnecting with existing intercity passenger rail systems. I never thought I would hear such a program and such commitment from any President in my lifetime. To say I am thrilled is an understatement. Federal investment in our system is a triple win for the economy, for the environment and for our passengers."

Oakland, CALIF., February 28, 2009 -- Today, Capitol Corridor's special Stitch 'n Ride(TM) train attracted 470 charitable crafters confirming the increasing popularity of train travel and demonstrating that charity and crafting are a successful combination in this economy. Capitol Corridor states 693 caps were collected on the one-day train event, making Stitch 'n Ride the biggest mobile chemo cap drive in California.

"More and more crafters have discovered that riding the train is the best way to get to the annual Stitches West expo in Santa Clara," said Capitol Corridor Joint Powers Authority Managing Director Eugene Skoropowski. "Instead of sitting in traffic, crafters can enjoy the company of other knitters traveling to the convention, share ideas and showcase their prized projects to others. Stitch 'n Ride is not only pleasant, easy and cost-effective, it's the greenest way to go. A train with 470 passengers pollutes less and emits less greenhouse gases than 470 cars on the road."

Again this year, Capitol Corridor offered a special dedicated train just for yarnaholics and combined fun with charity. "Not only do the Stitch 'n Riders get free goody bags and the chance to win prize giveaways, they also have the opportunity to donate to cancer patients," said Capitol Corridor Marketing Manager Priscilla Kalugdan. "We've teamed up with the Leukemia & Lymphoma Society (LLS) to promote knitting for a good cause by hosting a chemo cap drive to provide warm hats for children and adults currently undergoing chemotherapy."

"We are delighted to kick-off The Leukemia & Lymphoma Society's 60th Anniversary by partnering once again with Capitol Corridor for the 2009 Stitch 'n Ride and chemo cap drive," Megan Kilkenny, LLS San Francisco Chapter Senior Director of Marketing and Communications said.

"Stitch 'n Ride is a very special opportunity to raise awareness about blood cancers, while also linking riders to our patients and our mission by doing something they love," Brittany McFall, LLS Silicon Valley Chapter spokeswoman added. "This event truly demonstrates that there are many ways to get involved with our cause and make a difference in the lives of our patients."

About Stitch 'n Ride
The annual Stitch 'n Ride event is sponsored by Capitol Corridor. The Stitch 'n Ride train is a special dedicated train for crafters that features goody bags for passengers and onboard giveaways. Due to it's growing popularity, the Stitch 'n Ride train is the longest train that Capitol Corridor will run this year. Five years ago, the first Stitch 'n ride event attracted 50 knitters. This year, 470 crafters rode the train.

Capitol Corridor to Vie for $98 Million In Economic Stimulus Dollars
10 "Shovel Ready" Projects in Northern California

Oakland, CA., March 4, 2009 -- On March 9, Capitol Corridor Joint Powers Authority (CCJPA) officials will head to Washington D.C. to throw the agency's hat in the American Recovery and Reinvestment Act (ARRA) ring. CCJPA officials will meet with lawmakers and policymakers to demonstrate that Capitol Corridor projects are "shovel ready" and will create both short-term and permanent jobs.

"This is the first time that the federal lawmakers have set aside a significant investment for intercity passenger rail and we want to make sure that Capitol Corridor is part of the grant process," CCJPA Chair Jim Holmes said. "More importantly, we want our service and Northern California to benefit from the ARRA. The stimulus projects we have identified are already designed and are shovel ready. We intend to meet with legislators and policymakers to attest that we have $98 million of intercity rail improvement projects that are good to go, can create jobs immediately and will result in permanent long-term employment as well."

The economic recovery legislation signed by President Obama on February 17 provides $8 billion for investments in high speed and conventional intercity rail projects. Of the $8 billion, two funding sources--the Capital Assistance for Intercity Passenger Rail Service and Congestion Grants--have been established and will be administered by the US Department of Transportation (US DOT). Capitol Corridor will vie for funds from both.

"California has a 17-year proven track record in making capital intercity rail improvements by partnering with the freight railroads," CCJPA Managing Director Eugene Skoropowski said. "These federal stimulus dollars are another incremental step in the CCJPA's successful partnership with Union Pacific Railroad."

Project List
Projects that can begin in 90 to 120 days include:

Emeryville Station and Track Improvement (Alameda County) $10.0M

Capitalized Systemwide Track Maintenance (Capitol Corridor Route) $2.0M

San Jose Track and Station Project (Santa Clara County-partnership with Caltrain) Request $6.0M Total Cost: $52.0M

Bahia-Benicia Second Crossover (City of Benicia) $2.0M

Wireless/Wired Network Program (Systemwide) $10.0M

Ticketing, Passenger Communications (Systemwide) $8.0M

Santa Clara and Newark Track Project $25.0M

Yolo Causeway West Crossover (West of Sacramento) $7.0M

Projects that can begin in 180 days are:

Hayward Double Track Project (City of Hayward) $22.0M

Sacramento Station & Track Facilities Construction $6.0M (Total Cost: $56M)

Capitol Corridor Route Total Grant Request: $98.0M Total Project Costs: $144.0M

"These are not mega-projects but relatively modest investments that will improve reliability, expand track capacity and continue our service improvements to the public," Skoropowski said. "Federal stimulus money invested into Capitol Corridor puts contractors to work in the short term and creates permanent long-term employment as added train services are implemented."

CAPITOL CORRIDOR 2008 PERFORMANCE
SMASHES RIDERSHIP RECORDS

Ridership Jumps Nearly 17 Percent
Over 300,000 More Train Riders This Year

Oakland, CALIF., December 2, 2008 -- The Capitol Corridor Joint Powers Authority (CCJPA) announced record-breaking ridership and revenue growth for 2008. Ridership for the fiscal year, which ended on September 30, 2008, increased 16.8 percent and revenue was up 24 percent--demonstrating the Capitol Corridor intercity passenger rail service's continued growth since 1998 when the CCJPA began managing the system.

"Despite the economic slowdown and falling gas prices, ridership on Northern California's Capitol Corridor continues double-digit growth," CCJPA Chair Forrest Williams said. "Annual ridership broke the 1.7 million mark, that's more than 300,000 riders than last fiscal year and it's not slowing down. Ridership and revenue results for the month of October 2008--the first month of the new fiscal year--remain strong even at a time when gasoline prices have fallen dramatically."

CCJPA officials attribute the impressive increase in ridership to the comfort, convenience, affordability, and the sustained on-time performance of the Capitol Corridor service as well as passengers' increased environmental awareness.

"We surveyed our riders and found that protecting the environment was among the top five reasons why people choose to ride Capitol Corridor trains," CCJPA Managing Director Eugene Skoropowski said. "If we did not exist, 85 percent of our passengers would use a car to get to their destinations. By riding our trains, the additional 300,000 passengers who hopped on board this fiscal year prevented 29,600 pounds of smog and 45,400 pounds of greenhouse gases from spewing into the atmosphere."

The CCJPA presented its service performance for Fiscal Year (FY) 2008 at the final CCJPA Board meeting of the year on November 19, 2008. The report summarizes Capitol Corridor's performance for the fiscal year which began October 1, 2007 and ended September 30, 2008. The FY 2008 Performance Report highlights include:
Overall ridership up nearly 17 percent, continuing the ten-year trend of ridership growth every year;
Revenue-to-cost (the amount of income generated through fares by paying customers to help offset operations expenses) improved to an all-time high of 55 percent; and
Average annual on-time performance (OTP) improved to 86% (with an outstanding 91 percent OTP in the final quarter of the fiscal year).

"This is the best overall performance of any Amtrak-operated intercity passenger rail service in the country," Skoropowski added. "We look forward to working with our service partners, Union Pacific Railroad (UPRR) and Amtrak, to deliver the best service we can this fiscal year."

About CCJPA
The Capitol Corridor began service in December of 1991 under management by the California Department of Transportation. In July 1998, the management of the service was transferred to the Capitol Corridor Joint Powers Authority (CCJPA), who has managed the route for the last ten years. The CCJPA member agencies are: Placer County Transportation Planning Agency, Sacramento Regional Transit District, San Francisco Bay Area Rapid Transit District, Santa Clara Valley Transportation Authority, Solano Transportation Authority, and the Yolo County Transportation District.

CCJPA oversees the service with day-to-day management and staff support from the San Francisco Bay Area Rapid Transit District (BART). The CCJPA partners with Amtrak, Union Pacific Railroad, the California Department of Transportation and the communities comprising the CCJPA to offer cost-effective, viable and safe intercity passenger rail service.

About Capitol Corridor
The Capitol Corridor intercity passenger rail serves 16 stations along a 170-mile rail corridor, and offers a convenient way to travel between the Sierra Foothills, Sacramento, the San Francisco Bay Area and Silicon Valley/San Jose. CCJPA TO RUN LONGER HOURS, SERVE MORE STATIONS & ADD RAIL CARS

OAKLAND, CA November 20, 2008 -- Today, the Capitol Corridor Joint Powers Authority announced that on Wednesday, November 26, it will expand its normal weekday service to accommodate the expected influx of passengers who travel by train the day before Thanksgiving. To encourage passengers to ride after the peak holiday travel hours--noon to 6:00 p.m.--Capitol Corridor will expand its evening service for one day only.

On Wednesday, November 26, Capitol Corridor will run extended train service between the Sacramento (SAC) and San Jose (SJC) stations. Train 551, which departs SAC at 7:40 p.m., and Train 553, which departs SAC at 9:10 p.m., will both stop at all stations between Sacramento and San Jose, giving passengers who travel from Sacramento to the Bay Area additional evening travel options.

AVOID THE RUSH
Busiest travel days are Wednesday before and Sunday after Thanksgiving. If traveling on Wednesday, ride before noon or after 6:00 p.m. CCJPA officials urge passengers to purchase tickets in advance. You can buy online at Amtrak.com, at QuikTrak ticket vending machines, or at ticket windows at staffed stations. Passengers should allow plenty of time at stations prior to departure - at least 45 minutes before if tickets need to be picked up.

Capitol Corridor's entire timetable, parking, luggage guidelines and ticketing information can be found online at http://www.capitolcorridor.org.

Capitol Corridor Announces Record-breaking Ridership
17% Increase in June, 33% Increase in July

OAKLAND, CA., August 12, 2008 -- Record-breaking gas prices equate record-breaking ridership, the Capitol Corridor Joint Powers Authority reported today.

In June, more than 145,000 passengers rode Capitol Corridor trains on the San Jose-San Francisco/Oakland-Sacramento-Auburn corridor, an increase of nearly 17 percent from the same period a year earlier. Then in July, ridership went through the roof when a record-breaking 161,000 passengers hopped on board--almost 33 percent higher than last July.

"In spite of a major track renewal project that Union Pacific undertook on part of our corridor, June ridership was impressive," said Capitol Corridor Joint Powers Authority Managing Director Eugene Skoropowski. "The June track work resulted in reduced train frequency, a mid-day bus bridge, and some service delays, yet ridership grew almost 17 percent. We expected that July would bring us continued and sustained growth now that we are back to reliable full service; however, we were happily astounded by the number of riders--nearly 33 percent more--who flocked on board our trains last month. This dramatic and sustained growth in intercity rail service all across California certainly justifies the recent agreement to proceed with the purchase of additional rail coaches between the Caltrans and the California Department of Finance. And as can be seen from these record ridership results, we are going to need to these additional rail coaches sooner rather than later," Skoropowski added.

Proposition 1B, the transportation bond championed by Gov. Arnold Schwarzenegger and approved by the legislature and voters in 2006, provides Caltrans $400 million to improve California's intercity rail service, including $125 million to purchase more rail cars and locomotives to meet increasing ridership demand.

CAPITOL CORRIDOR BREAKS GROUND ON BAHIA PROJECT
NEW CROSSOVER NEAR BENICIA WILL IMPROVE TRAIN SERVICE

Oakland, CA July 30, 2008 - Officials from Capitol Corridor Joint Powers Authority (CCJPA), Union Pacific (UPRR), Solano Transportation Authority, Caltrans and the Metropolitan Transportation Commission broke ground today on the new Bahia Crossover Project, a rail project that will improve the flow of trains over the Suisun-Martinez area. The ceremony signified CCJPA's commitment to work with its partners to expeditiously put $4.75 of million Proposition 1B and $2.75 million of Bay Area Regional Measure 2 transportation dollars into the ground within 90 days of allocation.

"The Bahia Crossover Project represents how entities with the same vision can quickly accomplish a goal that benefits riders, the economy and the environment," CCJPA Chair Forrest Williams said.

The Project UPRR has designed a rail crossover that will improve train service, meet reliability standards, and reduce delays that occur in the Benicia area by 50 percent. The crossover is a 100-foot passing track that alleviates train congestion when more than one train is in the area. Delays occur when passenger trains are held to accommodate freight and other passenger trains. With the new crossover in place, the average wait time will be reduced from 20 minutes to 10 minutes, resulting in improved service for our riders. UPRR plans to accelerate construction in order to complete the project by November 2008.
