About David Kutrosky
On November 18, 2009, former BART General Manager Dorothy Dugger publicly announced her decision to appoint David Kutrosky to California’s Capitol Corridor Joint Powers Authority’s (CCJPA) Managing Director. The CCJPA is the agency responsible for intercity passenger rail service between San Jose – Oakland/San Francisco – Sacramento/Auburn. Immediately after Dugger’s announcement, the 16-member CCJPA Board of Directors unanimously approved Dugger’s decision, thus launching David Kutrosky’s role as CCJPA’s top manager.
Professional Highlights
David Kutrosky has over twenty-five (25) years of extensive multi-modal transportation engineering, planning, and financing experience. He served as CCJPA’s Deputy Managing Director for over four years. As Deputy Managing Director, Kutrosky’s duties included operations and strategic service planning, capital programming, customer service, budget and contract administration, marketing and public and legislative affairs.
Prior to his CCJPA duties, Kutrosky started his BART career in 1993 in the Planning Department at BART where he oversaw BART’s planning efforts to develop a regional passenger railroad service, which led to BART’s role as managing agency to the CCJPA. Before joining BART, Kutrosky worked as a consultant in traffic engineering, transit operations planning and airport planning and design.
Kutrosky has a bachelor’s degree from University of California, Los Angeles and a master’s degree from University of California, Berkeley.
As CCJPA Managing Director, Kutrosky oversees operating and capital budgets totaling $70 million a year, a management team of 17 employees and a transport service comprised of over 300 Amtrak employees, 170 miles of track and 16 train stations from Auburn to San Jose.
