<strong>Bike Racks onboard</strong>
If you bring your bicycle on board regularly, you may have noticed that some of the new cab car floor-mounted bicycle racks have been removed. During peak travel periods, when the bike racks were filled to capacity, the unsecured and improperly secured bicycles did not always provide enough safe clearance for wheelchairs, scooters and general foot traffic. Those floor-mounted bike racks were installed in Fall 2008 to supplement the original three vertical racks at the ends of cars to accommodate increased demand for bike storage on our trains. Even with these additional 8-bike capacity racks, peak period demand for bicycle space has exceeded on board capacity, and unsecured and improperly secured bicycles have become a safety issue. At this time, CCJPA is working with Caltrans on a new bike rack design that will minimize the amount of loose bicycles and ensure that the aisles are clear for foot and wheelchair traffic. The first prototype should be available for installation, with instructions on proper use, within the next 2-3 months. We will provide you with updates on progress. The Capitol Corridor trains will continue to welcome bicycles, as we work to accommodate the demands of all our passengers. This is not an easy task, as between 8 and 9 percent of all our passengers now access to our trains by bicycle, among the highest percentage of bicycle-to-transit use in the country. At the same time, we must allow for the safe passage of general foot traffic and also accommodate our mobility-impaired passengers who are unable to, or have difficulty, maneuvering up the stairs, and must be seated on the lower level. Please continue to bring a bungee cord with you, and if the bike racks are full, please follow the instructions of the train crew on where to place and secure your bicycle with a bungee cord so that it won't impede the flow of all traffic in the lower levels. Thank you for your cooperation.

<strong>Train 553 Motorcoach connection- Colfax advisory</strong>
Due to planned construction on I-80, the motorcoach bus connecting to Train 553 will not stop at Colfax to pick up passengers on Mondays and Tuesdays April 13th - May 5th.Beginning Monday, May 11th, the motorcoach bus connecting to Train 553 will not stop at Colfax to pick up passengers. The motorcoach bus will continue to bypass the Colfax stop until construction is completed. The motorcoach will make all other scheduled stops at Auburn, Rocklin and Roseville, arriving in Sacramento at 8:55pm to connect with Train 553.

<em>Fare Increase - Effective March 10, 2009
Ridership Survey Results
Placer Commuter Express Step-Up Coupon
Trackwork Update</em>

**********************************************************************
Fare Increase - Effective March 10, 2009
**********************************************************************
Effective March 10, there will be a 3% fare increase for all Capitol
Corridor travel. This relatively modest increase will help supplement
the limited financial support we receive from the state budget
allocation. As we have stated, these regular, relatively small fare
increases allow the CCJPA to deliver a quality service to you. Our
fares, especially the multi-ride ticket prices, are more than
competitive with costs for auto travel on a cost-per-mile basis, and
we want to keep them that way. Every dollar of increased revenue is
reinvested into your service.

**********************************************************************
Ridership Survey Results
**********************************************************************
Twice yearly, the CCJPA conducts a survey of its passengers to stay
abreast of customer satisfaction and demographics. We thank you for
your participation in these surveys, as the information is invaluable
to us as we continue service improvement efforts.

2009-2010 Draft Business Plan & Public Workshops
**********************************************************************
The CCJPA has released a draft version of its 2009-2010 Business Plan.
Members of the community are invited to provide input and comments on
this draft.

In conjunction with this release, Capitol Corridor will be holding
public workshops to discuss the business plan, as well as future plans
for the Capitol Corridor.

the Business Plan
<a href="http://www.capitolcorridor.org/aboard_the_train/bulletins_and_updates/">http://www.capitolcorridor.org/aboard_the_train/bulletins_and_updates/</a>

**********************************************************************
Upcoming Track Work
**********************************************************************
Project Overview: From Mid-February through Mid-March Union Pacific
will be upgrading track infrastructure between the Suisun/Fairfield
and Davis stations, installing new ties at their own expense. This is
the third installment of a multi-year track upgrade project between
Oakland and Sacramento, designed to keep the railroad in good
condition so trains can operate more reliably.

Affected Trains & Motorcoaches: During the course of the track work,
some morning and early afternoon Capitol Corridor trains will not
operate between Sacramento, Davis and Suisun/Fairfield. Instead,
connecting buses will carry passengers between these stations; trains
will operate on the remainder of the route on a modified schedule,
which is currently under development. Additionally, some trains are
expected to be suspended completely during the work period to give
Union Pacific more time on the tracks.	Most Capitol Corridor
motorcoach/train connections are expected to accommodate the temporary
schedule during this track work project.

Availability of Finalized Temporary Timetable: Amtrak and Capitol
Corridor staff are still in the process of reviewing individual train
and bus schedules in relation to this track work project. We hope to
release the final schedule on the Capitol Corridor website
www.capitolcorridor.org by the end of January. Printed schedules will
be distributed to staffed stations as soon as the schedule is
finalized. Thank you in advance for your patience, understanding and
cooperation.

December 31, 2008)

CCJPA and Hobnob each learned valuable information about Capitol
Corridor passenger use. Collectively, much more bandwidth was
utilized than had been anticipated. CCJPA will take these lessons to
heart and is already using the data to design a network to be deployed
on all trains that can provide a complimentary/free wireless internet
connection with sufficient bandwidth and other network characteristics
to provide a good experience to train riders.

CCJPA plans to obtain such a network over the course of 2009 and it
will likely be rolled out in stages. Of course, with recent State
budget issues putting a temporary hold on some sources of funding,
coupled with initiatives at the Federal level to develop projects that
create jobs and have positive environmental/energy effects, the
funding for building such a network is in flux. CCJPA will continue to
work through the timing issues involved with these funding changes and
will even explore financing a network, if required.

In January, CCJPA plans to conduct surveys on board trains 523 and 542
to ask follow-up questions about the experience of those who utilized
the network during December 2008.

Holiday Travel Tips & Schedule
The Holiday Season is one of the busiest travel periods aboard Capitol Corridor Trains. Below are some travel tips to help make your trip as comfortable and convenient as possible during the hustle and bustle of the season.

- Book tickets in advance online! If you can travel on alternate dates or at off-peak times like early in the morning or late in the evening, your train may be less crowded.

- If you purchased your ticket online, scan your confirmation page at a Quik-Trak machine for a quick and convenient way to pick up your actual tickets. Your confirmation page will not be accepted onboard in lieu of an actual ticket.

- Carry a valid, government-issued photo I.D. with you at all times. Proper identification is required to purchase tickets and ride Capitol Corridor trains and motorcoaches.

- Arrive at the station early to allow plenty of time to find parking, get your tickets, and get on the train safely. If you are boarding from a staffed station and do not pick-up or purchase your ticket before boarding the train, you will be charged a penalty fee for purchasing your ticket onboard the train.

- If your trip includes a motorcoach bus connection, please book in advance to ensure yourself a seat.

- Mark your luggage with proper identification tags and keep it with you at all times. As a reminder, Capitol Corridor allows passengers to bring aboard 2 pieces of carry-on luggage (Each bag must be less than 50lbs. and not exceed 28" x 22" x 14" inches in size).

- As a courtesy to other passengers, please store your carry-on baggage in the luggage racks, overhead bins, or on the floor under your seat to keep seats open for riders during this busy time.

Capitol Corridor will operate a weekend/holiday schedule on the following dates:
Christmas Day- Thursday, December 25, 2008
New Year's Day- Thursday, January 1, 2009

Limited Wi-Fi Trial on Capitol Corridor trains this December
The CCJPA is partnering with Hobnob, a Bay Area-based wireless network solutions firm, to offer a limited wireless network access trial to passengers during the weekdays of December 2008. Hobnob's technological solution enables us to conduct the test program on a regular train schedule at no cost to you. We selected trains 523 and 542 for this pilot program, so if you want to try the wireless trail sit in car #1 (the car closest to the locomotive) on those trains.

Holiday Travel Tips
November and December are some of the busiest months aboard the Capitol Corridor Trains. Below are some travel tips to help make your trip as comfortable and convenient as possible during the hustle and bustle of the season.

• Book tickets in advance online! The Wednesday before Thanksgiving and the Sunday after Thanksgiving are dates when trains and motorcoach buses are usually full. If you can travel on alternate dates or at off-peak times like early in the morning or late in the evening, your train may be less crowded.

• If your trip includes a motorcoach bus connection, please book in advance to ensure yourself a seat. Print out and bring your ticket confirmation with you aboard the bus. Unreserved travelers may not be able to be accommodated on their first choice motorcoach bus connection.

• Carry a valid, government-issued I.D. with you at all times. Proper identification is required to purchase tickets and ride Capitol Corridor trains and motorcoaches.

• Arrive at the station early to allow plenty of time to find parking, get your tickets, and get on the train safely. If you are boarding from a staffed station and do not pick-up or purchase your ticket before boarding the train, you will be charged a penalty fee for purchasing your ticket onboard the train.

• Mark your luggage with proper identification tags and keep it with you at all times. As a reminder, Capitol Corridor allows passengers to bring aboard 2 pieces of carry-on luggage (Each bag must be less than 50lbs. and not exceed 28" x 22" x 14" inches in size).

• As a courtesy to other passengers, please store your carry-on baggage in the luggage racks, overhead bins, or on the floor under your seat to keep seats open for riders during this busy time.

Timetable Change - October 27, 2008
Capitol Corridor published a new winter timetable on Monday, October 27, 2008. There were no major changes to the current train schedules.

Train 548 and some motorcoach bus routes have slight schedule modifications.

Motorcoach bus Route 20 A/B no longer stops at Soda Springs.

As part of our ongoing effort to reduce waste, Capitol Corridor has printed two smaller pocket-sized timetables this October; one for Train Schedules (including the Route 99 San Francisco motorcoach connections) and one with just the Motorcoach Schedules and their connecting trains. This new format uses less paper overall and is also now printed on recycled paper.

Be sure to pick up one of the new schedules at a station near you.

Download the new schedule

--------------------------------------------------------------------------------
Gold Country Stage Route 5x elimination
Effective Friday, November 14, the Capitol Corridor's Route 5X bus connection between Nevada City/Grass Valley and Auburn (provided by Gold Country Stage) will be terminated. This was not an easy decision for the Capitol Corridor Joint Powers Authority (CCJPA) to make, and the reasons were varied and complex. An increase in train operating costs for both Amtrak labor and fuel has impacted the CCJPA budget, and has limited CCJPA's ability to support connecting bus service. CCJPA made a business decision to support our train service first.

At this time, travelers seeking alternate transportation to connect with Capitol Corridor trains/buses between Auburn and Grass Valley/Nevada City may inquire about vanpool opportunities with a vanpool service company such as www.vpsi.com.

--------------------------------------------------------------------------------
Holiday Schedule
Capitol Corridor will operate a regular weekday schedule on Veterans Day- Tuesday, November 11, 2008.

Capitol Corridor will operate a weekend/holiday schedule on the following dates:
Thanksgiving Day- Thursday, November 27, 2008
Day after Thanksgiving- Friday, November 28, 2008
Christmas Day- Thursday, December 25, 2008
New Year's Day- Thursday, January 1, 2009

--------------------------------------------------------------------------------
Safety Tip for November
Team up. Most crimes occur when the victims are alone. Travel with friends whenever possible. Besides making the trip more fun, there's safety in numbers. If you're alone and something or someone doesn't seem right, trust your instincts. Head in a direction where you will be safe and there are other people.

Message to Riders
Temporary Service Change- October 25-26, 2008
Upcoming Timetable Change - October 27, 2008
Leonardo: 500 Years into the Future
Upcoming Holiday Schedule

*************************************************************************************************************** Message to Riders regarding Monday's (10/20) delay
***************************************************************************************************************
Many of you experienced delays during your evening travel home on Monday evening (October 20, 2008), and I wanted to apologize for the lack of communication to you, our riders.

First, what happened Monday evening? It started when a vehicle ignored the crossing gates and bells just east of Richmond and attempted to cross the tracks ahead of San Joaquin train 713. The locomotive struck the rear bumper of the car and the driver of the car continued on without stopping. As a result of the incident, Union Pacific closed the railroad in both directions until the tracks were inspected and the investigation was complete, which is a normal safety procedure when an incident occurs at a grade crossing. Unfortunately, tracks remained closed for nearly an hour, which is more than usual for this type of incident, and the closure excessively delayed the operation of passenger and freight trains and resulted in the delays to trains 538, 540, and 549.

It is my understanding that our passengers were given limited information about this incident and ensuing delays. I understand how frustrating this can be and want to assure you that we are taking steps to improve our communication with passengers during service incidents. We know that timely information allows you to plan for your trip and make alternative arrangements, if needed. To that end, a joint committee of Amtrak and CCJPA staff has been assembled to review Monday's incident and improve procedures to enhance direct communication to our passengers when an incident such as this occurs. We hope to have an improved communications plan in place within the next month.

While I cannot change the situation you experienced, I felt that you were entitled to as complete an explanation as I can provide. I also want to apologize to those of you who were delayed without information during this service incident.

Sincerely,
Eugene Skoropowski
Managing Director

*************************************************************************************************************** Temporary Service Change- October 25-26, 2008
****************************************************************************************************************
On the weekend of October 25-26, Capitol Corridor Trains 732, 733, 734, 737 and San Joaquin Train 716 WILL NOT STOP at the Emeryville station. This will allow a window of time for Union Pacific's track crews to replace track switches leading in/out of the Emeryville train station.

This is part of a multi-year track upgrade project between Oakland and Sacramento designed to keep the railroad in good condition so trains can operate reliably.

October's Safety Tip: Remember to keep your valuables to yourself.
**********************************************************************
Your safety is a top priority to Capitol Corridor. To help you ride
safely, we will include a new safety tip in this newsletter each
month.

Don't wear or display expensive-looking jewelry or electronic devices
that could attract a thief's attention. Transport your laptop within
another bag, or in a bag that does not obviously look like a laptop
bag. Carry wallets in your front pockets or in a secure part of your
purse.

Call 911 or Amtrak Police directly at 1-800-331-0008 in an emergency.
BE AWARE. BE INVOLVED. BE SAFE.

Safety Message from the Managing Director
**********************************************************************
In regards to Capitol Corridor's safety record, thanks to the
diligence and attention to safety by Amtrak and Union Pacific
Railroad--the entities responsible for actual operation of Capitol
Corridor trains--some 14.5 million passengers have safely been
transported on Capitol Corridor trains since the service was initiated
in December 1991.

There have been no passenger fatalities or serious injuries during
this time on-board our trains, even though nearly one billion
passenger-miles of service have been delivered. Overall, passenger
rail remains the safest way to travel on the planet. Most people are
not aware that highway accidents alone kill some 40,000 people per
year, and have done so every year since the 1960s. Because rail
travel is already so safe, when a rare incident does occur--such as
the tragedy in Chatsworth--there is much media attention given to it.

While our trains are safe, we fully support federal legislation now
being considered to make them even safer. It will mandate and fund
installation of contemporary railroad signal technology, called
Positive Train Control (PTC) that will automatically stop trains in
the event they end up on a collision course. The bill has already
passed the House, however, it is stalled in the Senate by an Oklahoma
Senator. If enacted, rail lines with passenger service like the
Capitol Corridor and other lines with hazardous materials would be the
first priority for PTC installation.

Long before the Chatsworth incident, the Capitol Corridor had
initiated plans with Union Pacific to install communication
components that will be required for the latest railroad signal
systems technology. If added federal funding is appropriated, this
installation can be advanced sooner. I want to reassure our riders
that every safety measure that can be implemented is being employed
for your safety and security in riding our trains.

Eugene Skoropowski
CCJPA Managing Director

3. August's Safety Tip: Stop, Look and Listen.
**********************************************************************
Your safety is a top priority to Capitol Corridor. To help you travel
safely, we'll include a new safety tip in this newsletter each month.

Stop, Look and Listen.
When waiting on the platform, visually scan the area around you for
suspicious persons or activity. Avoid using a mobile phone, a PDA, or
listening to an iPod whenever possible so you can hear what is going
on around you. Electronic devices detract from your level of
awareness, but, along with laptops, wallets, purses and cash, they are
what thieves commonly take--often forcibly--from their victims.

Call 911 or Amtrak Police directly at 1-800-331-0008 to report an
emergency.

BE AWARE. BE INVOLVED. BE SAFE.

advising passengers of this service adjustment.

Additionally, during those hours (7pm-midnight), the San Francisco

Streets, approximately 1.5 blocks from the current station to
accommodate San Francisco&apos;s 4th of July Festivities.

• The Truckee Stop (TRU) will be inaccessible from 9:30am-1pm due to
a parade. Motorcoach buses will pick up passengers at the Truckee

**********************************************************************
2. Track work completed!
**********************************************************************
The June track work is now complete, and there are no longer bus
bridges between the Martinez and Suisun/Fairfield station. Capitol
Corridor has resumed normal service. Please refer to the May 12, 2008
timetable for route and schedule information.

We thank you for your patience while Union Pacific Railroad completed
this project that will improve reliability and ride comfort.

will be located west of the station at 2nd and I Streets. Please
follow detour signs.

**********************************************************************
4. Bikes on board
**********************************************************************
With more and more people ditching their cars for a greener way to get
to and from the train station, there are times when it is likely that
the bike racks will fill up quickly. We encourage bicyclists to carry
bungee cords with them so they can secure their bicycles to the racks
or lower level seating areas when traveling on crowded trains.

Track Work Begins Tuesday, June 3, 2008

**********************************************************************
Track Work June 3-28, 2008
**********************************************************************
This is a quick reminder that track work between the Martinez and
Suisun/Fairfield stations begins on Tuesday, June 3.

A temporary schedule will be in effect from June 3-28, 2008. During
this time, the following Capitol Corridor trains will be suspended:
533, 534, 745, 746.

For morning and afternoon trains, connecting buses will carry
passengers between the Martinez and Suisun/Fairfield stations; and
trains will operate on the remainder of the route with a modified
schedule.

For a detailed schedule and more information about this trackwork
project , visit www.capitolcorridor.org

**********************************************************************
Bicycle Advisory During Track Work
**********************************************************************
Due to limited space aboard motorcoach buses used during the bus
bridge, Capitol Corridor strongly discourages cyclists from traveling
with their bicycles on affected trains between Suisun/Fairfield and
Martinez during the track work project. We suggest that cyclists be
prepared to secure bicycles at the train station, as bicycles will not
be permitted in the seating area on the buses. Storage space
underneath the bus is very limited and priority will be given to
baggage.
